Kentucky Medical Freedom Coalition Supports the following House Bills:
HB 110 - Primary Bill Sponsor: Shane Baker
• Adds the ability for parents/guardians to decline vaccines required for daycare or K-12 school on the basis of an objection due to a conscientiously held belief
HB 137 - Primary Bill Sponsor: Savannah Maddox
• Section 1: Postsecondary
o Creates vaccine exemptions for college students for medical or religious reasons, or an objection due to conscientiously held beliefs
o A college or university cannot change the vaccination policy in the middle of a school year
o A college or university that fails to comply shall be ineligible to receive a state grant or enter into a contract payable with state funds
Section 2: State and local government shall not mandate or issue standardized documentation to certify an individual's immunization status to a third or otherwise publish or share any individual's immunization status
Section 3: Employers that mandate a vaccine for employees shall recognize religious and medical exemptions
o Employer must provide notice of the vaccination policy, including the availability of exemptions
o Provides language to be used to affirm a religious belief
o Lists healthcare providers who can authorize a medical exemption
o Employees who are subject to federal vaccine mandates must be provided with information on the options for exemptions available under federal law
Section 4: Department of Public Health is not allowed to share immunization information with third parties or other public agencies
Section 5: K-12 schools and preschools shall not institute new vaccination requirements in the middle of the school year

SB 114 - Primary Bill Sponsor: Lindsey Tichenor
Requires the person administering the drug to inform the recipient:
o That the drug is authorized for emergency use;
o Of significant known and potential benefits and risks of such use, and the extent to which such benefits and risks are unknown;
o Of the option to accept or refuse administration of the drug; o Medical consequences, if any, of refusing administration of the drug; and
o Alternatives to the drug that are available and their benefits and risks.
• Prohibits any person in Kentucky from being required to have an unapproved drug administered to them
SB 139 - Primary Bill Sponsor: Steve West
• Requires employers that mandate employee immunization as a condition of employment to allow exceptions based on religious belief or conscientious objection to immunizations Provides language to be used for employee affirmation of belief
• Makes it unlawful for employers to require immunizations as a condition of employment for employees who hold sincere religious beliefs against or conscientiously object
